Profile

As a group the Commissioners and County Judge are the chief policy-making and administrative branch of the county government. Among their many functions, the court sets the tax rate, determines the fees for many county services, and determines how the collected revenues will be distributed among the different county departments to provide services to the community.

The court meets in a voting session every other Wednesday at 9:00a.m. in the Commissioner's Courtroom on the 3rd floor of the Nueces County Courthouse, 901 Leopard Street., Corpus Christi. The public is welcome in the courtroom, or may choose to watch a live broadcast of the proceedings on the local cable channel 20.

County Judge

The county judge is the executive officer of Nueces County and acts as the chief administrator, presiding judge and as a voting member of the commissioners court. The judge must be a citizen of the United States, have lived in Texas for 12 months before the date of any primary, general or special election, and have lived in Nueces County for six months before the election.

With the commissioners, the judge:

  • Serves as presiding officer of the commissioners court and oversees the agenda process for meetings
  • Ensures that notice is given of all court meetins and that meetings are conducted in accordance with state law
  • Responds to questions about the official actions of the commissioners court and the operations of county government
  • Provides executive oversight and countywide coordination during emergencies

Among other duties, the county judge also:

  • Reviews and approves certain beer and wine permits and reviews mixed beverages and other permits
  • Reviews evidence submitted for filing of unregistered births and deaths in the county
  • Acts as county's coordinator in applications to the U.S. Department of Justice requiring pre-clearance under the Voting Rights Act (examples: change in voting precinct boundaries, changes in other boundaries including commissioners' precincts)
  • Maintains current knowledge of Attorney General's Opinions, Texas laws, Vernon's Texas Statutes and Codes, legislation, newspapers and other source materials
  • Prepares agendas for commissioners court meetings, approves and edits minutes, presides at meetings and maintains official records on closed sessions
  • Coordinates the acquisition of right-of-way and property, and deals with title companies and appraisers
  • Recommends revenue sources, tax rates and tax allocations
  • Serves as county risk manager and prepares and coordinates specifications for auto, building, health and life insurance
  • Works with the county clerk and auditor in approving all investments of the county
  • Works with the county's and port's financial advisor regarding issues of bonds and certificates of obligation
  • Coordinates building maintenance of county buildings
  • Helps establish possible tax abatements for business expansion
  • Serves, by appointment of commissioners court; as county representative to the city county board that works with the Job Training Partnership Act/Private Industry Council; as the county representative to the Corpus Christi Reinvestment Zone; Coastal Bend Council of Governments; president of the Nueces County Housing Finance Corporation, President of Nueces County Health Facilities Development Corporation and as a board member, Economic Development Corp
  • Serves as coordinator for the county with the Nueces County Hospital District, Port of Corpus Christi, Nueces County Water Control and Improvement District No. 4, and the road district, which owns the property that formerly was the causeway from Aransas Pass to Port Aransas

Commissioners Court Biographies

Nueces County Judge Loyd Neal

Samuel L. Neal, Jr. (Loyd Neal), was elected Nueces County Judge in November 2006, taking office January 2nd, 2007. Loyd is the first Republican elected to this office in over 140 years.

Loyd Neal served four terms as Mayor of Corpus Christi from April 1997 to 2005. He retired in January 2007 as the Chairman of the Corpus Christi Office for Hilb, Rogal and Hobbs (HRH) Insurance Company. As an insurance professional, he holds the following Professional Designations: CPCU, CLU, CIC, ARM and CPIA.

In 2000, Loyd Neal was installed as President for the Texas Municipal League and served through November 2001. He served as Chairman of the South Texas Military Facilities Task Force, was appointed by Governor George W. Bush to the Texas Strategic Military Planning Commission in 1997, and was reappointed by Governor Rick Perry to the Texas Military Preparedness Commission in 2005. Loyd Neal has served in numerous leadership positions in the Corpus Christi area over the past 30 years including:

Loyd Neal served as an Adjunct Professor of Insurance at Texas A&M University - Corpus Christi from 1973 to 1998. He is currently serving as a Director on several agency Boards and was appointed in 2005 as a Driscoll Foundation Trustee, and to the Driscoll Children's Hospital Board.

Loyd Neal received his B.B.A. in Marketing from Texas A&M University, College Station in 1959, and an MBA in Business Administration from Texas A&I University in 1973. In 1989, Loyd Neal retired as a Colonel from the Army Reserve, after serving more than 30 years in the active Army and Army Reserve. In 1992, Loyd was named a Distinguished Alumnus by Texas A&M University for his service to his City, his State, and his Country.

As Mayor he served as an ex-officio, voting director of the Corpus Christi Regional Economic Development Corporation and an ex-officio, non-voting member of the Convention and Visitors Bureau for eight years. In 1997, Loyd Neal took an active and successful leadership role in the passage of a 1/8 cent sales tax to create a "Crime Control and Prevention District" to enhance safety and increase crime prevention and enforcement efforts and in 2000, a Bond Issue which included 30.8 million dollars for general improvements and a 1/8 cent sales tax for a multi purpose arena. In April 2001, Mayor Neal led the passage of the Tax Increment Finance Zone for the construction and maintenance of Packery Channel. In 2004, under Mayor Neal's leadership, the voters approved 95 million dollars in bond projects, which included 68 million dollars in street repairs and 11 million dollars for the Bayfront Master Plan, a project Mayor Neal supported throughout his terms in office. All these initiatives underscored his commitment to improving quality of life and economic growth for our region.



Precinct 2 Commissioner Betty Jean Longoria

Nueces County Commissioner for Precinct Two, Betty Jean Longoria, was elected in November 2002, to a four-year term. On January 1, 2003, Betty Jean Longoria took her oath of office to become the first elected Hispanic woman to serve as a Commissioner since Commissioners Court was established. She represents Agua Dulce, Petronila, Banquete, Bishop and the western part of Corpus Christi.

Prior to taking office, Commissioner Longoria served on the Corpus Christi City Council for 10 years and was a School Board Trustee with the Tuloso-Midway Independent School District for 6 years. She has also been a strong advocate of education, serving as a Student Mentor at Crossley Special Emphasis, Lamar Elementary, Blanche Moore Elementary, South Park Middle School and over the years at Solomon Coles Elementary.

Longoria currently serves on the Board of Directors for the Corpus Christi Botanical Gardens, Big Brothers Big Sisters of South Texas, Friends of the Corpus Christi Public Libraries and will be serving on the Board of Trustees for the South Texas Institute for the Arts. Previously she served on the boards of the National Conference for Community and Justice (NCCJ), Goodwill Industries of Corpus Christi, Nueces County Community Action Agency, Westside Business Association, Corpus Christi Chamber of Commerce, Corpus Christi Hispanic Chamber of Commerce and the Hispanic Women's Network.

Her unique record of service, leadership and advocacy of business and community development, has won her numerous recognition and appreciation awards from various civic organizations, including the Westside Business Association; the Hispanic Women's Network; the National Conference for Community and Justice; Leadership Corpus Christi; and the Corpus Christi Hispanic Chamber of Commerce.

Commissioner Longoria was born and raised in Corpus Christi and graduated from Roy Miller High School. Commissioner Longoria and her husband, Alfredo Longoria, Jr., have been married for 46 years and have four sons and seven grandchildren. She and her husband owned and operated for more than 30 years L & M Fabricators. She also owned her own business as an independent landman for 16 years. They are parishioners of Most Precious Blood Catholic Church.

Precinct 3 Commissioner Oscar Ortiz

Commissioner Ortiz has served Nueces County since November 1994, following a special election for the unexpired term of then-Commissioner Richard M. Borchard. He was unopposed in his bid for a full term in 1996.

Commissioner Ortiz's precinct extends from Rodd Field Road to areas west of Staples and includes Robstown, Driscoll and the Bluntzer community.

Commissioner Ortiz graduated from Robstown High School and received his bachelor of arts degree from Corpus Christi State University. He currently serves as chairman of the Coastal Bend Council of Governments.

Precinct 4 Commissioner Chuck Cazalas

Commissioner Cazalas (Republican) was first elected in November 2002 to serve a four-year term through 2006. He was unopposed and again elected through 2010. County Precinct Four runs from rural Chapman Ranch to suburban southside of Corpus Christi, including Flour Bluff, Padre Island and all 21 miles of beaches along the Gulf of Mexico from Port Aransas to Aransas Pass to Redfish Bay. As Nueces County Commissioner for Precinct Four, he serves with other members of the Nueces County Commissioners' Court and has constitutional responsibility for the fiscal management of the County's $134 million budget. He provides appropriate constitutional oversight for the county activities - Road and Bridges, Personnel, Operating Facilities, Contracting Authority, Elections, Regulatory Responsibility, Public Health and Welfare, Judicial Responsibilities, Law Enforcement, and Public Works.

Additionally, Cazalas was one of 12 individuals appointed by Governor Rick Perry and serves as Chairman of the State Community Development Review Committee . The committee provides advice on the administration of the Rural Community Development Block Grant Program and reviews applications submitted for funding through the program. Cazalas is also an elected member to represent Nueces County on the Policy Committee (composed of 19 members), Texas Conference of Urban Counties. While serving on the Policy Committee, Cazalas will be actively developing, adopting and pursuing legislative issues for the Urban Counties.

Commissioner Cazalas was also appointed by Governor Perry in February 2006 to serve a six-year term as one of nine State Pension Board of Trustees for the Texas County & District Retirement System. The retirement system is a non-profit public trust valued at $16 billion and provides retirement, disability and death benefits for eligible employees of participating counties and districts.

Commissioner Cazalas is the Treasurer of the Local Redevelopment Authority. The Authority serves as the governing body to mitigate the effects of the closure of Naval facilities in South Texas.

Commissioner Cazalas has provided leadership and commitment for business and to South Texas community for the past 38 years. Cazalas serves on various non-profit community boards. His volunteer efforts and leadership role have garnered numerous civic awards.

Commissioner Cazalas is a graduate of Corpus Christi Academy and received his Bachelor of Arts in Biology/Political Science Degree from New Mexico Highlands University and Master of Applied (Industrial/Organization) Psychology from the University of Arkansas. Cazalas is the former Manager of Government and Public Affairs for CITGO Refining and Chemicals.

Commissioner Cazalas is an active member of the St. Philip Parish and resides in Corpus Christi with his wife (of 40 years), Sondra and they have four adult sons, daughter-in-laws and seven grandchildren.
