The city council appoints and removes the city manager, who is the administrative and executive officer of the city. The manager:

- Enforces all laws and ordinances
- Exercises control over all city departments and subdivisions
- Executes all authorized deeds, contracts, agreements or franchises, ensures performance of these contracts and takes action to enforce any violations of these contracts
- Participates in all city council meetings, but has no vote
- Recommends measures to the council
- Apprises the council on the financial condition of the city and provides quarterly financial reports
- Acts as budget officer and prepares and submits the annual budget to the council
- Operates the city within budget
- Serves as ex-officio member of all boards and commissions without vote, but with the right to veto any proposed expenditures deemed not in the best interest of the city
- Appoints and removes all officers and employees not otherwise specified in the city charter
- Performs other duties prescribed by ordinance or resolution of the council
