The City of Corpus Christi first incorporated in 1852, and was chartered as a political and corporate entity in 1909 by the state's 31st Legislature. The charter was adopted by public referendum in 1987. Since then, it has been amended in its entirety in 1991, 1993, 2004 and 2006. The city has the power by ordinance to fix, alter and extend its boundaries.

The City of Corpus Christi has a form of government known as 'council-manager government.' All powers of the city are vested in an elected city council, which enacts local legislation, determines policies, appoints the city manager and, with the city manager, executes the laws and administers the government. The council-manager plan centralizes responsibility and unifies organization, making possible trained, professional and non-political administration. The council-manager plan is the most popular in the United States, accounting for more than half of all such local governments. The city's fiscal year begins August 1 and ends July 31.
